Licensing Summary for Training Guide
INTRODUCTION
VeloCITY365 is a cloud-based application that operates on the Microsoft Platform and includes both a Citizen Engagement Portal as well as Microsoft Dynamics 365 and as such, there are license requirements both for Microsoft Dynamics, and for Velocity365.
VeloCITY365 Licensing
VeloCITY365 is licensed as a site license and is priced based on the applicable population tier of the municipality. VeloCITY 365 licenses are purchased directly from KPMG and the licensing structure is as follows:
|
Minimum Population |
Maximum Population |
Tier 1 |
1,000,000 |
|
Tier 2 |
500,000 |
999,999 |
Tier 3 |
250,000 |
499,000 |
Tier 4 |
N/A |
249,999 |
NOTE: Custom pricing is available for populations in excess of 3 million
Since VeloCITY365 is a SaaS solution, licenses are payable annually in advance and licensing typically begins when the VeloCITY application instances have been established and are available for their intended use.
NOTE: Any custom development done by KPMG or yourself as part of an implementation is not included in standard Product Support and would require an additional Software Support Agreement if you wanted KPMG to maintain these customizations.
Microsoft Licensing
The VeloCITY application requires access to Microsoft Dynamics 365 for Customer Service at its core. If there are other Microsoft applications being utilized such as Field Services, Power BI or Finance & Operations then these would have additional licensing requirements. For the purposes of this training, we will identify the base minimum license requirements for Microsoft Dynamics 365 for Customer Service.
The following table identifies the Base License Requirements for Microsoft Dynamics for an “out-of-the-box” VeloCITY implementation.
NOTE: Microsoft Dynamics licenses may be purchased directly from KPMG

Named User license for Microsoft Dynamics 365 for Customer Service |
This is a named user license required to access the Microsoft Dynamics 365 for Customer Service application |
This named user license is typically required for each user of VeloCITY. |
Device License for Microsoft Dynamics 365 for Customer Service |
This license is assigned to a specific device (computer) and allows multiple users to access the Microsoft Dynamics 365 for Customer Service application using a single shared sign-on. |
This type of license may be applicable to public facing customer service areas where the public is served by various staff performing similar functions. |
Team License for Microsoft Dynamics 365 for Customer Service |
This is a named user license designed for users who are not tied to a particular function and who require READ ONLY access for up to 15 custom entities. |
This type of license may be applicable to senior officials who only require read access to the Microsoft Dynamics 365 for Customer Service application. |
As this is a SaaS application, all end user licences can be added based on your specific business requirements. Initially the user licenses required for implementation are activated and any additional user licenses required are activated prior to go live.
Upcoming License Changes from Microsoft beginning April 1st, 2019
Prior to April 1 2019, as stated above when you purchase a minimum of 10 Customer Engagement licenses, you receive 2 CRM instances and 1 Portal instance and you are then required to purchase 1 additional CRM instance and 2 additional Portal instances in order to have Production, Development & Sandbox instances of both CRM and Portal.
Beginning April 1st, 2019 Microsoft has changed their licensing structure and now will charge licensing based on storage.
The end result is customers no longer will be required to purchase additional CRM environments. Customers can request any number of additional CRM instances at no cost, provided they have a minimum of 1GB of storage capacity since that is the approximate size taken up by each CRM instance.
NOTE: This change does not affect Portal instances.
For Database Storage (entities)
The Default instance comes with the 10GB of database storage, and each full Customer Engagement user will accrue an additional 250MB of database storage. Additional storage can be purchased if required.
For File Storage (files, images, etc)
The Default instance comes with 20GB of file storage, and each full Customer Engagement user accrues an additional 2GB of file storage. Additional storage can be purchased if required.
For Log Storage (audit traces,logs)
The default instance comes with 2GB of log storage. Additional storage can be purchased if required.
NOTE FOR ADMINISTRATORS:
Administrators always need to be aware of which permissions and roles they enable for their users since activating certain permissions such as Field Services, or other non-Velocity related roles could result in additional charges from Microsoft. If you have any doubt as to what roles require additional licenses, please refer to the Microsoft Licensing Guide.
Other Licensing Considerations
ESRI/Mapping
Since VeloCITY is fully integrated into ESRI ArcGIS for all mapping functionality, each municipality requires licensing for ESRI ArcGIS. This is the responsibility of each municipality to obtain and maintain these licenses.
Cityworks
VeloCITY also has full integration into Cityworks. This is an optional component of our implementations and if required, any associated Cityworks licenses are required to be purchased and maintained by the municipality. The typical integration is to create a work order in Cityworks from a Dynamics CRM case, and then once the work order is complete the Cityworks application will pass back selected information to Dynamics CRM to assist in providing information to Agents, and for reporting.
Computer Telephony Integration (CTI)
VeloCITY also has a full CTI (Computer Telephony Integration). This is an optional component of our implementations and if required, any associated CTI licenses are required for all call center agents. These are named user licenses and can be purchased directly from KPMG as we are a licensed reseller of the CTI licenses. KPMG can provide information & pricing options related to the implementation and licensing of CTI upon request. The CTI partner used by KPMG for the VeloCITY365 application is AMC Corporation.
Third Party Application Certification Matrix
KPMG has done extensive testing with version 2.2 of VeloCITY and certifies its compatibility with the third party applications shown below. Any variance from these standards may result in some loss of functionality.
